Permitting and Supervisory Services for the project of Constructing 522 new housing units after the earthquake in Laç, Albania

Detailed Description of the Project

GR Albania as a subcontractor of “Albayrak Turizm Seyhat Ins Ticaret As” and in cooperation with the Administration of Construction of Social Housing (TOKI) has realized the project for the Object “Construction of Five Hundred and Twenty Two Apartments as well as Social Facilities” located in the Administrative Unit Laç, Kurbin Municipality.
The location of the facility has been announced as a suitable area for the forced development with DCM no. 46, dated 22.01.2020 “On the announcement of the new development zone in the Administrative Unit Laç, Kurbin Municipality and the designation of the National Housing Authority as the Implementing Unit”.
The Social Housing Construction Administration (TOKI) through donation will build five hundred and twenty-two as well as social facilities which will be made available to families affected by the earthquake of November 26, 2019.
The project consists of the construction of five hundred and twenty-two housing units as well as social facilities. The project includes the construction of 26 five-store buildings with residential function as well as commercial units and the building with commercial function.
GR Albania as a subcontractor of “EMLAK PLANLAMA İNŞAAT PROJE YÖNETİMİ VE TİCARET A.Ş” contractor of Administration of Construction of Social Housing (TOKI) has realized the project for the Object “Construction of Five Hundred and Twenty Two Apartments as well as Social Facilities” located in the Administrative Unit Laç, Kurbin Municipality, is responsible for conducting the supervision during the construction of the project.
The total area to be built is 75000 m2

Phase 1: Pre Construction
• Assisting in Preparation of Tender Documentation;
• Assisting in Preparation of Matrix Table regarding Legal Documentation based on the Albanian Legislation;
• Coordination with Albanian Authorities;
• Market Price Analyses of construction materials;
• Preparation of Construction Site Plan;
• Preparation of Demarcation Plan;
• Responsible for preparing all technical and legal documentation required for Construction Permit for work camp, offices, warehouses and prior infrastructures;
• Detailed design, construction and maintenance of work camp;
• Detailed design, construction and maintenance of field office camp;
• Detailed design, construction and maintenance of warehouses;
• Detailed design, construction and maintenance of prior infrastructure;

Phase 2: Permitting
• Design Review and Adaptations based on the Albanian Legislation;
• Topographical design;
• Review and verification of the detailed design;
• Geotechnical / Geological & seismic evaluation and analyses;
• Structural analyses;
• Environmental Impact assessment & Permitting;
• Drafting Reports and Missing Drawing;
• Coordinate with Kurbin Municipality and National Housing Agency (EKB) of Albania;
• Responsible for preparing all Technical and Legal documentation required for Construction Permit; (Construction Permit Nu. 22 date 07/10/2020, Nr. Prot. 5357/5 – Kurbin Municipality)
• Responsible for preparing all Technical and Legal documentation required for Construction Permit for project changes;
(Construction Permit Nu. 48 date 06/06/2021, Nr. Prot. 3276/4 – Kurbin Municipality)
• Responsible for preparing all Technical and Legal documentation required for postponing the deadline of Construction Permit with two months;
(Decision Nu. 4 date 08/10/2020, Nr. Prot. 5986/4- Kurbin Municipality)
• Responsible for preparing As Build Drawings based on the Albanian Legislation
• Responsible for preparing the required documentation and “Units Album” required to receive the Utilization Certificated for each unit in order to be donated to the residents;
• Support the ALBAYRAK staff with all issues and documentation that were required during the construction phase.

Phase 3: Construction supervision
Services of construction supervision:
• Services of construction supervision;
• Supervision of the execution of works conform to International and Albanian standards;
• Supervision of the execution of works conform to the detailed design as well as the contractual service descriptions;
• Supervision of the execution of works conform to the construction time schedule (CPM based);
• Development of a “Project Quality Management Plan (QMP)”, Preparation and implementation;
• Project communication plan;
• Design quality plan;
• Design management plan;
• Implementation of Health, safety and environmental conservation plan (HSE management plan);
• Preparing of the Environmental report, Environmental conditions assessment;
• IPC review and approval;
